Jack Stoddard
Partner
Jack Stoddard is a partner of BRB Law LLP. Jack’s practice is primarily focused on energy and transportation-related regulatory matters and proceedings before state and federal agencies. Jack has represented clients before the California Public Utilities Commission (CPUC), the California Air Resources Board, the California Energy Commission, and the Federal Energy Regulatory Commission and in state court. Jack also assists and counsels clients in connection with preparation and negotiation of commercial agreements -- including power purchase and interconnection agreements -- and project development work. Jack represents a diversity of clients including: a major autonomous vehicle company, electric and natural gas utilities, electric service providers, electric transmission project companies, independent power producers, and large commercial and industrial end users.
Jack is an experienced litigator and advocate and has handled numerous adjudicatory, ratemaking, and rulemaking proceedings. Jack has represented clients in defending against a range of agency enforcement actions, including staff inquiries and investigations, notices of violation, citations and citation appeals, orders to show cause, and adjudicatory enforcement proceedings. Jack has also obtained favorable outcomes for clients in licensing, certification, transfer of control and other formal application proceedings before the CPUC, in addition to quasi-legislative rulemaking proceedings.
Jack is licensed in California. He is a former president of the Western Energy Bar Association (WEBA). Prior to joining BRB Law LLP, Jack was a partner at Morgan Lewis in the San Francisco office. Jack started his legal career as a staff attorney at the CPUC, where he also served as an advisor to three commissioners. Jack is a graduate of Bowdoin College in Brunswick, Maine, and Boston University School of Law.
