Patrick Rosvall
Partner
Patrick Rosvall is a founding partner of BRB Law LLP. Patrick’s practice covers a broad range of regulatory, administrative, litigation, appellate, transactional, and advisory functions, focused on the needs of public utilities, communications and information services providers, media companies, and other businesses operating in regulated industry sectors. Patrick has extensive experience in representing companies before the California Public Utilities Commission (CPUC) and Public Utilities Commission of Nevada (PUCN), and he also handles matters before the Federal Communications Commission (FCC) and in state and federal court. In addition, Patrick assists companies in navigating municipal issues, including cable franchising, permitting, and local tax matters.
Patrick is a seasoned litigator who specializes in formal evidentiary hearings. He has handled the full range of adjudicatory, ratemaking, and quasi-legislative proceedings facing public utilities, including general rate cases, transfer of control applications, complaint cases, CLEC applications, financing approval requests, industry rulemakings, investigations, infrastructure proceedings, and consumer protection matters. Patrick brings his deep knowledge of regulated industries and leverages his trial experience to position clients for optimal outcomes. He has handled more than a dozen fully-litigated evidentiary proceedings, including matters implicating complex ratemaking, technical, financing, and industry structural issues. Patrick is also well versed in oral advocacy and appellate practice. He has successfully argued before multiple state appellate courts, presented oral argument before the CPUC, and testified in committee hearings before the California Legislature.
Patrick’s transactional work focuses on drafting commercial contracts, negotiating interconnection and facilities license agreements, and crafting regulatory compliance policies. In his advisory capacity, Patrick guides companies regarding regulatory strategy, electronic privacy and Customer Proprietary Network Information (CPNI) protocols, procedures for responding to subpoenas and other lawful process, and a wide range of other regulatory concerns. Patrick also regularly advises on statutory interpretation, state-federal jurisdiction, justiciability, and complex procedural issues.
Patrick is licensed in both California and Nevada. He is a former President and longstanding member of the Conference of California Public Utility Counsel (CCPUC) and a member of the Federal Communications Bar Association (FCBA). Patrick graduated summa cum laude from UCLA with a B.A. in English and Political Science, and earned his J.D. from UCLA School of Law in 2001. Prior to founding BRB Law LLP, Patrick worked for almost 20 years in the San Francisco office of Cooper, White & Cooper LLP, where he was an equity partner from 2009 to 2021.
QC Vu
Associate
QC Vu is an associate at BRB Law LLP. Her practice encompasses a wide range of litigation, regulatory, and transactional work, focusing on the needs of businesses in regulated industries. QC represents telecommunications, energy, and water clients before the California Public Utilities Commission (CPUC), including in quasi-legislative, ratemaking, and adjudicatory proceedings.
Prior to joining BRB Law, QC was an associate at Morrison & Foerster LLP’s San Francisco office. There, she maintained a broad litigation practice, representing clients in state and federal court in patent infringement, employment law, and complex commercial matters. She also represented clients before the United States Patent and Trademark Office (USPTO) to obtain trademark registrations and to enforce existing rights.
QC earned her B.S. with honors in 2016 from the University of California, Santa Cruz and her J.D. in 2021 from the University of Southern California. While at USC, QC participated in the Hale Moot Court Honors Program, where she was a semifinalist in the oral argument competition. During law school, QC served as a judicial extern to the Honorable William Alsup, Senior District Judge in the Northern District of California
